EBA was contracted to perform program validation services for the ambitious new North Branch Correctional Institution, a facility that ultimately would include 45,000 GSF housing units, a 110,000-square-foot GSF support services building, and a gatehouse building.
As part of its responsibilities, EBA performed the subsurface exploration – which included 76 soil borings, laboratory tests, and the preparation of a geotechnical report – as well as the topographic survey of the entire 80-acre project site using both land and aerial methods.
Additionally, EBA did the following work:
- Conducted the cross-sectional survey needed for the roadway design
- Took stream cross sections for hydraulic analysis
- Performed property determination and right-of-way research
- Prepared easement documents
- Studied the viability of a new levee along Warrior Run
- Accessed the proposed relocation of an existing county road, including its at-grade crossing at the CSX railroad
- Evaluated the effect of an additional stormwater culvert under the existing CSX railroad
- Analyzed the drainage/flood plane
- Developed a wetland mitigation plan
Designed the preliminary concept plan - Prepared the cost estimate
- Coordinated the relocation of the railroad crossing and the new culvert installation with the CSX railroad administration
- Performed a Phase I environmental site assessment (ESA) to identify potential hazards associated with past property usage and activities
- Provided a Phase II ESA to further investigate the site conditions and environmental concerns identified during the Phase I ESA
- Wrote abatement/removal and handling specifications for asbestos-containing materials, lead-based paints, and other hazardous substances
- Prepared the multiple building construction documents
- Installed the site utilities
- Created the base plans
- Performed the utility investigations
- Graded all building sites
- Designed erosion control, stormwater management, and stream restoration plans
- Improved the flood protection measures
- Obtained all necessary permits
- Provided construction administration and post-construction services
