NANDA K. SEN, PE

President
Mr. Sen has proudly served EBA and its predecessor, Ewell, Bomhardt, and Associates since 1971. He is a professional engineer with undergraduate and postgraduate degrees in engineering. As president of EBA, he is directly involved in the overall management of the firm. Mr. Sen is responsible for coordination among EBA’s various divisions and serves as the firm’s primary liaison with clients.
KUNAL GANGOPADHYAY, PE

Executive Vice President
Mr. Gangopadhyay is a professional engineer with more than 30 years of experience with EBA. He is responsible for project management and quality control and plays an active role in all engineering projects undertaken by the firm. He also ensures that the technical staff is kept abreast of advancements within the industry and is often at the helm of client negotiations and contract proposals. Mr. Gangopadhyay is an active participant in professional associations. He served as President of the American Council of Engineering Companies/Maryland (ACEC/MD). Furthermore, having served as a National Director of ACEC, he was elected as fellow of ACEC in 2006. It should be noted that Mr. Gangopadhyay also participates in civic activities. Additionally, he is a member of the Minority Business Enterprise Commission of Baltimore County; a member of the Career Technology Education Advisory Council of the Baltimore County, Board of Education; and serves on the CADD Advisory Committee of the Baltimore City Community College.
ROBERT G. SEBASTIAN, PE

Vice President
Mr. Sebastian is a professional engineer and has served EBA’s clients since 1974. In addition to his role as a client liaison, Mr. Sebastian currently heads the Construction Management and Inspection Divisions and Construction Materials Testing Laboratory. In this capacity, he is responsible for construction administration, field engineering, surveillance and inspection, material testing, and contract compliance. He actively oversees each project to ensure regulatory compliance and client satisfaction.
STEVEN W. DIGGINS, PE

Vice President
As head of EBA’s Geotechnical and Drilling Divisions, Mr. Diggins is responsible for the firm’s geotechnical engineering projects, which typically involve subsurface exploration, foundation investigation, testing, report preparation, and design recommendations. Since joining EBA in 1983, he has served the Civil, Drilling, and Geotechnical Divisions and has been involved in a wide variety of projects. Mr. Diggins takes an active role in every geotechnical engineering and drilling project undertaken by the firm to ensure quality, professional service, and client satisfaction.
JAIRO PALOMINO, CPA

Treasurer/Controller
Mr. Palomino is a Certified Public Accountant and has been with EBA since 1990. His areas of expertise are business administration and international finance. Currently, he heads EBA’s Accounting Division and is primarily responsible for price/contract negotiation and the preparation of cost proposals. Mr. Palomino is in charge of EBA’s business/financial planning.
HARISH PATEL, PE, RLS

Vice President
Mr. Patel, a professional engineer and a professional land surveyor, has over 20 years of successful experience with increasing responsibilities in civil engineering and surveying. His hands-on experience includes engineering design and hydrology/hydraulic modeling, master planning, site development, and surveying.. His responsibilities have also included preparation of construction plans and specifications (CSI format). Mr. Patel, whose successful management experience has been demonstrated on numerous DGS and DPSCS projects, currently manages EBA's Civil Engineering and Survey Divisions.
RIZWAN SIDDIQI, PE
Vice President
Mr. Siddiqi is a professional engineer with over 23 years of experience in environmental and civil engineering design and permitting, specifically for water and wastewater related designs. He manages EBA’s Water and Wastewater Engineering Division and supervised several complex and challenging projects since joining EBA in December 1997. He is recognized by his clients and colleagues for his quality designs, rapid response, and excellent level of technical service. Mr. Siddiqi is the recipient of the “Outstanding Project Award 2003” from the Maryland Society of Professional Engineers for one of his projects. Mr. Siddiqi is a graduate of Virginia Tech and is actively involved in professional societies, including ASCE, MDSPE, WEF, AWWA, ACEC/MD and several others. He is currently Chair of Programs for ASCE-MD and Chair of Baltimore City Liaison Committee for ACEC/MD.
AMAR SOKHEY, PE

Vice President
Mr. Sokhey has over 35 years of experience in civil and environmental engineering, as related to the design of water and wastewater treatment facilities, including their respective pumping stations, utilities, hydraulics, site work, drainage, and stormwater management. Mr. Sokhey has acquired significant experience through his work with the City of Baltimore, Department of Public Works, where he was the Bureau Head of Water and Wastewater. Prior to his appointment as the Bureau Head, he served as the Division Chief of Water and Wastewater Facilities Engineering, and Division Chief of Construction Management. Mr. Sokhey is the recipient of the prestigious American Society of Civil Engineers (Maryland Section) award for Meritorious Service to the Civil Engineering Profession.
DALE COPPAGE, PE

Vice President
Mr. Coppage has 31 years of experience in the fields of transportation engineering and public works. He worked 29 years with the Prince George’s County Department of Public Works & Transportation and retired as Deputy Director. This experience and expertise extends to various disciplines, including: traffic engineering, planning, operations and maintenance; transit planning and operations; roadway and bridge engineering, construction and inspection; right-of-way activities; roadway permitting for development and construction; roadway inspection and materials testing; roadway and bridge maintenance; roadway debris management programs; roadway landscape programs; roadway stormwater management systems; and emergency operations such as snow/ice removal, hurricanes, tornadoes, and homeland security preparations. Mr. Coppage currently heads EBA’s Transportation Division.
